IDIES is created the 24.01.2006 in Sofia as a non governmental organization in the main objective to stimulate the development, the innovations and the active behavior in the areas of education and science in Bulgaria, in order to facilitate its integration in the global world and in European unified space, following the principles of knowledge-based economy, ethics, new technologies, communications and life-long learning.

The Bulgarian-German conference „Bulgaria and the Lisbon strategy” was opened by Dr. Galia Marinova – President of the board of IDIES and Dr Andreas von Below  – Director of Foundation “Konrad Adenauer” - Bulgaria .

The vice prime minister and Minister of education and science Daniel Valchev  greeted personally the conference.
